Skinned Pekinese

Hi everyone. I'm reading the book named: "The Beasts of Clawstone Castle". something is so vague for me in this book.

There was a set of brushes for cleaning out Northumbrian Small Pipes and a round, brownish thing covered in some kind of skin, which was labelled "The Clawstone Hoggart."

Lord Trembellow asked: "What is a Hoggart?"

- I don't know my lord. It is a thing like half a skinned Pekinese rolled into a sort of ball and it is just labelled "the Clawstone Hoggart"

It seems to be exactly what it says, a lap dog that has had its skin stripped off. I must say that the expression does not conjure a very vivid image for me, either.
