sister organization ?

Hello everyone~!

I'm wondering the exact or concrete nature of "sister organization."

Do the two organization in such relation have same owner or same founder ?

Or are they similar to "sister city" which I guess is a relationship between two different cities ?

Is there any distinct characteristics between those sister organizations?

If there's anyone who knows about it, would you explain a little bit for me?
