Sister cities

Hi

I was reading Wikipedia article on http://en.wikipedia.org/wiki/Sister_city. It says, "Twin towns and sister cities are two of many terms used to describe the cooperative agreements between towns, cities, and even counties in geographically and politically distinct areas to promote cultural and commercial ties."

What kind of activities are used to promote the ties? Could you please tell me? Thank you.
