sir and mam usage

hey another idiotic question here...
could i call some one with sir/mam before their name, (exp. sir james or mam jess)?
or i'd rather call them mr and ms before their name?
if your answer is 'no', what about sir alex ferguson, or sir paul mccartney? is it ok because is it a title?

or i'd rather call them mr and ms before their name? Mr and Ms are only used with family names.
eg For Tom Smith, say 'Mr Smith', but not 'Mr Tom'.
