Does "sink to one's knee" mean "kneel down"? Thank you.

Peter sank to his knees in the garbage and rested for a moment. Feeling cautiously about in the darkness, he found a rotting apple and a few cabbage leaves.

It's "knees". I think the writer messed up a little and should have written "sank up to his knees". It means to sink into something that far. You can sink up to any body part that makes sense.

To me, "sink to his knees" is equivalent to "fall to his knees".
