Singular vs plural

Could I trouble you to tell me whether there exists any difference of meaning between

a) a drastic reduction in the number of people dying

b) a drastic reduction in the numbers of people dying

?

Thanks in advance!

There is little clear difference in meaning. Perhaps (b) could more strongly suggest people dying in different places / different circumstances, but it is not clear cut. (a) is more common.

It seems more natural to me to say deaths than people dying
