Singular vs Plural

#1 is the original sentence. I understand that in #1 they use the pural form 'links' to say it in general but why is 'target' singular? Wouldit be better if it was 'targets'?

1. To take advantage of report links, a user must have the appropriate secuirty rights to a report's link target.
2. To take advantage of report links, a user must have the appropriate secuirty rights to reports' link targets. (Does it make a difference if I use #1 or #2?)

I'd change the first to: To take advantage of a report link , a user must have the appropriate security rights to the target of that report link .
