Singular verb IS?

This is on page 846 #12 on the OG Book. One bracket contains an error.

At the heart of the program, [enthusiastically endorsed] by the city's business association, [is] plans for refurbishing neighborhoods [and for making] low-interest mortgages [available to] young families.

My question is: Why is the second bracket [is] wrong? It's used to modify 'at the heart of the program?"
