Singular they or he/she?

In a formal written text (such as a book) which is more acceptable:

The usage of singular they or generalizing, using the pronoun he?

In formal writing I would try to avoid all uses of singular "they". "he" was traditionally used but is now frowned upon when the *** is not definitely known to be male. I advocate "he or she", but try not to overuse it.

I'm somewhat old-fashioned
