singular plural - weapons shipments

Israel has carried out several airstrikes in Syria in recent months that are believed to have destroyed weapons shipments bound for Hezbollah.

Should this not be singular? What is the general rule out of curiosity? Is weapon an adjective here and thus cannot have an 's'?
