Singular or Plural for Objects?

Hi,

I'm having trouble with determining when to use singular or plural for Objects in a sentence. For example, I read the sentence below online.

"The police Department is ramping up a zero-tolerance policy for jaywalkers downtown...as part of an effort to reduce accidents and prevent crime"

My question: Can the sentence be written as "reduce accident and prevent crime" (singular)? If the answer is no and it needs to be plural as more than one accident and crime, then why the "crime" is singular here?
