Singular or plural after a number?

My sister and I had a little debate about calling a 4-different-quarters tart 4 season or 4 seasons?.... she claims that in an adjective, no (s) is put after the number, and I got a little confused. So IF there is such a rule as to when to use a singular or a plural after number, would you be so kind to clarify? Thanks.
