Singular or plural?

Hi there,
I have a question below:
Q/ Your chances of getting a job (is / are) better. [Choose]

What do you think? Is it referring to the plural word (chances) or the singular one (job)?

Thanks in advance.

He's a private teacher. Does the apostrophe 's return to the (is or has)?

I think both of them are correct. But how can I know whether (' s) is or has?
