Singular or Plural?

I work for an organization where I am the only native English speaker. This often means I get asked for English edits and general questions. Unfortunately, I often know when an answer is right, but not the reason why. There has recently been a title changed for one of the employees, and I would like to explain why the wording is odd.

The previous title was "Communication and Operation Specialist," and they are trying to change it to "Director of Communication and Operation." I believe that it should be "Director of Communications and Operations." Why, though, would there need to be an "s" now at the end of communication and operation? Thank you for your help!

It isn't a matter of singular or plural. The name of the department in an organization is Operations. That is why you need the "s" on the word.
