I'm surprised by this. I always thought that when a noun is being used as an adjective to describe the following noun, it should always be in singular then.

Why is it more proper for the noun to be in plural this time? How do I know when the adjectival noun should be in plural instead of singular?

There are a few cases where the plural is used; I think you will have to learn them individually. It occurs when the singulare is seldom in use as a noun. I haven't seen a list, but here are a couple:
