The economic downturn, coupled with the flu virus outbreak, has/have had a major impact on the hotel industry.
To my understanding, economic downturn is 1 issue, flu virus is another. So, using 'have' would be appropriate. Or do we treat both issues as a couple, hence we should use 'has' instead?
