In N. America, I usually just hear 'employees/an employee'.

It's theoretically possible, as in 'the secretarial staff and the engineering staff', but Google Ngrams doesn't find a single instance of 'staffs of an organization' while it finds quite a few instances of 'staff of an organization'.
