Since=>is and using past tense

Hi everybody. I can ask you a few questions about the text is below.

"Since my sister is not in the habit of working regularly it came us no surprise to me that she didn't manage to finish her term paper"

1- why "since" is used with present tense? what does it mean?

2- why past tense is after present tense with since?

since confuses me here.

'Since' here = 'because', 'as a result of the fact'.

The structure of your example is:

'Because X is generally true, I wasn't surprised when Y happened.'
