Since they are out of office???

Please look at the following question.

"Since most of the employees _______ out of the office until end of July, any requests for the service can be handled only over the phone"
(A) have been (B) will be (C) left (D) are

The correct answer is (D) are. This question is so difficult for me. I think (A) have been and (B) will be can be other answers.
Could you teach me why (A) and (B) can't be other answers?

'are' is the most appropriate here as the second part of the sentence gives the reader an impression that the employees have already left the office, and will be back only after July. 'will be' would have been OK, if the second part had been "any requests will be handled only over the phone"; in this case, the sentence would have given the impression that the speaker is letting people know "this will happen", and the employees haven't gone out of office as yet.
