Since I ranked them

Can I use CAN, COULD, MAY, etc. in this way?:

-Since I ranked them according to their ability (=from the time that...), I can't/couldn't get them off my mind.

Or must it be changed to 'haven't been able to'?

Yes. It must. This is a pretty common pattern, and it's worth remembering:

Since I (did something), I haven't been able to (do something else).

I haven't been able to sleep since I started taking those pills.
