Since 1978, [many more] such babies have been born in England

Since 1978, many more such babies have been born in England, Australia, and the United States, with the result that the term test-tube babies has become part of the English language.

I'd like to know here if "many" is used as an adverb and if "more" modifies "such" as an adverb.
