Hi,

Mr. Ortiz added that since the installation of the sound system, “there is a noticeable decrease in birds and droppings.”

Shouldn't it be "there has been a a noticeable decrease in birds and droppings.”?

As far as I know, the present perfect is the right choice with the preposition phrase headed by since. Could you please explain why you said, "It doesn't have to be "has been"."? Thank you.
