Simple vs. progressive tense

Hi,
I have an excerpt from Harry Potter:

"While Mr. Weasley repaired the damage and Hagrid shoutd apologies to anybody who would listen,Harry hurried back to the entrance to find Ron."

I have been told that if two actions happen in parallel,we use the progressive tense,right? Why did the author used the simple tense instead?

Progressive is used for activities that last for some amount of time. Perhaps the author thought of these activities as being too short for progressive.
