simple questions about 'S-v agreement'

1. Two months ____ an enough time for a foreigner to travel in America.

? is ? are

2. Five years ____ passed since he died.

? has ? have

---------------------------

My english teacher said that the answer to the first question is 'is'(sing.) but

second one is 'have'(pl.).

But, I don't understand why.

What is the difference between them?
