Simple present usage

Hi, with reference to http://www.englishpage.com/verbpage/simplepresent.html

"Everyone you see here is a suspect" is an example of Use 4 whereas "Everyone you meet is a suspect" is an example of Use 1. Am I correct?

"Everyone you meet is a suspect" is an example of Use 2 , I think, but I suppose it could be argued either way.
