Simple present tense or simple past tense???

Please look at the following question.

The second part will provide a detailed picture of the aspects that ____ substantially the change in trends and their effects on the workers and the communities.
(A)influenced (B) influencing (C) influence (D) was influenced

The correct answer is (A) influenced. I thought it was (C) influence.

[Q1] What is the antecedent of "that"? Is it " the aspects" or " a picture"?
[Q2] Could you tell me why (C) influence can't be the best answer there?

It could just as well be 'influence' as 'influenced'. We expect 'influenced' only because the context seems to be research on a past situation.
