Simple present tense or simple past tense???

Please look at the following question.

The second part will provide a detailed picture of the aspects that ____ substantially the change in trends and their effects on the workers and the communities.
(A)influenced (B) influencing (C) influence (D) was influenced

The correct answer is (A) influenced. I thought it was (C) influence.

[Q1] What is the antecedent of "that"? Is it " the aspects" or " a picture"?
[Q2] Could you tell me why (C) influence can't be the best answer there?
