Simple present tense or present indefinite tense

Situation is that summit's father ordered him to go the park but summit mother is unaware of it and want to send him for shopping, now summit's father telling his mother that "summit is to go to the park " –

if this is simple sentence then why we have use "go" verb first form.

summit is to go to park.
