Simple present tense

Hi: there: it is said that the main function of the simple present tense is to describe"the constitution of things". But I can't see the exact meaning of the phrase "the constitution of things". could you please paraphrase it? does it mean "the order of nature"? if not, what's the difference. I know i'm being too demanding. excuse me.
