Simple present passive vs. present perfect passive

Which tense should we use in the situation?
I went to library and saw a torn book. What should I say, "this book is torn" or " this book has been torn"?
And also when do we use present simple passive?
A. When something happens regularly not once.
B. And then .....
Please tell us some reasons to use simple present passive rather than present perfect passive. Thanks a lot.
