Simple present and simple future with when

"...Simple Future cannot be used in clauses beginning with time expressions such as: when...."

Not sure if I understand it correctly, so I better ask here...

If we have a sentence, for example like this, "When a man gets his first car license, it's obvious that he buys a new car." Or it should be "he's going to buy a new car" ?
