Simple present

Hi there,
I've got a question concerning the message you hear when you call someone who is not available: "The person you are calling does not answer."

Shouldn't the sentence read: "The person you are calling is not answering", since the not answering is hardly a general truth or habitual or what aspect am I missing here?

Thank you in advance for your help!
