Simple past without time marker

Is it possible to use the past participle to report finished actions without any time marker (at that time, during that period, etc)? What if the time is implied in the context?

With the simple past we may use a time marker if we want, but it isn't necessary.
With the present perfect we normally do not use a time marker.
