Simple Past vs Pluperfect

0 Are both of these sentences grammatically correct?02br
00 "Many people did not consider him to be a true (nationality) since his family emigrated to (country) in the early 20th century."02br
00 "Many people did not consider him to be a true (nationality) since his family had emigrated to (country) in the early 20th century." 02br
00I definitely prefer the 2nd sentence, my only question is if the first one is (more or less) correct as well. It's really more of a question if that one is strictly speaking grammatically incorrect. 0-
