The simple past expresses events as behind an opaque barrier separating the present from the past. The present perfect expresses past events transparently to the present.

Here are a couple of brief examples.

Tom passed his driving test in 1990. This simply states a past event, most often for a specific point in the past.

Tom has passed his driving test. This past event has importance in the present. eg The implication may be that Tom wants to borrow his Dad's car tonight.
