Simple past or past progressive

1) It was a beautiful morning. About 5000 people waited in front of the palace.
2) It was a beautiful morning. About 5000 people were waiting in front of the palace.

I want to describe a scene that happened in the past. when should i use sentence 1) and when should i use sentence 2)?
