Simple Past or Past Perfect?
Hi there
Here is my question
By the early fall of 1987, a little more than two years after he came to Chicago, Obama ___ to apply to Harvard Law School.
a- decided
b- had decided
According to the key, the answer is a, but I think that the answer is b. So ....

I agree. If it read 'In' instead of 'By', then the simple past would be called for.
