Simple past

When did we start learning English grammar in grade school? Was it Elementary, Middle, or High school.

Shouldn't it be When did we started since it's simple past tense?

Please explain, thank you.

It also seems like when we're having a conversation during the present, present perfect tense is the most commonly used form.
