X = the present moment
P = the promotion is received
N = November
R = the reference point

I will receive ...
............. X=R ...........P................N
We think of time in the forward direction from X to P.
P could occur at any point between X and P.
Our viewpoint is that time has not yet reached P.

I will have received ...
.............. X ............... P ...............N=R
We think of time in the backward direction from N to P.
P could have occurred at any point between P and N.
Our viewpoint is that time has already passed P.

So the basic difference is whether your viewpoint of the central action (receiving the promotion) is before that action (will) or after that action (will have).

The point of view changes — not the meaning.
