Q) What does "looking to" mean and what can replace it if possible?

Does #1 express the writer's strong belief that "you" will take "a step" and the change made by it will be affecting in building a positive self-image? Simply put, #1 focuses on the effect made by taking a step and #2 the possibility of taking a step?
