1) Why don’t you work in America instead of Malaysia

2) Why work in Malaysia instead of working in America

Same meaning, Gary, except that the first is personalized-- referring to the activity of an individual-- while the second could be either an individual or a general question. In #1, the individual listener works in Malaysia, and the speaker wonders why s/he does not work in America instead.

I agree with MM about the personalization of the first sentence.

However, I think that the person need not necessarily be living in Malaysia now; he or she could be considering the possibility for the immediate future. The simple present can sometimes be used to indicate an action in the near future: "Why don't you come with us for a drive tomorrow? It'll do you good to get out."
