similar sentences but which one is better/correct

Hi,

Could you let me know which of the below sentences are better to use

The report refers to the historic use of the site as a landfill.

The report refers to the site to be a landfill in the past.

The report refers to the site as it was a landfill in the past.

Many thanks

1. I would more naturally say "as landfill". "historic" should properly be "historical" ("historic" properly means important or famous in history).
