signals out - means traffic lights are out of order, service, power.

Is it OK to say, 'signals instead?

"signals off" sounds as if they were intentionally turned off.

"Signals out" sounds like they failed.

Yes, I agree with Vorpar-- signals off could be taken that way. In both cases we know not to simply stand and wait for the 'Walk' light, however.

i have never heard "signal out" signal off" before. I couldnt find in dictionary either.I think they are not phrasel verb, but spoken English it can be understood, dont worry

They are based on turn off/put out.

Turn off the light.

Put out the light.

Though in the original example, signal out relates more to "out of order/comission."
