What's the meaning of this sentence please.

This problem occurs due to signal reflection off of interfering objects.

The word off refers to signal

the reflection of the signal off of an object (i.e. the signal bounces off an object)

In a way, both. Signal is the "material" and "reflection" is the action which can form a single unit or be seen as two words.
If you wanted to link it with one of them, the off would go with reflection.
Perhaps grammar experts have a specialist view on this.
