"sign up to" and "sign up"
Are "sign up to" and "sign up" are mutually exchangeable? For example:
I cannot sign up to the position paper in the present form. I can sign up only if such and such changes are made.
I cannot sign up to the position paper in the present form. I can sign up only if such and such changes are made.
