Sign of strain

Hi,

I just saw "sign of strain" in a news.

While the truce might be holding, in the sense that some of the players are employed and there has been a noticeable reduction in the homicide rate in the city’s streets, the Prime Minister acknowledged that there are sign of strain in the fragile truce.
Does anyone know what "sign of strain" means?

Does it mean it is possible that the truce will be broken? why?
