Side strap shorts in clerical grey drill - Miltan 4043 or Argyle

Side strap shorts, is it short trousers with braces like those short Lederhosen worn by men and boys in Tyrol and Bavaria?

Are you sure about that? The schoolboys with a 4-8 cm waist would be even more of a worry, I'd think.

Obviously, the first two means age {children's sizes 4-16 years}. The remainder waist in centimetres.

There's one, but those shorts are after my time.
I think that it is just a little strap type thingme that allows you to tighten or loosen them, doing away with the need for a belt. I have seen something like this on local trousers and shorts. I will do some more research into this later.

Trousers and shorts? Shouldn't it be longs and shorts since shorts are trousers too.

"trousers" by default implies "long trousers". "shorts" is a way of saying "short trousers".
