Shut it down or has shut it down

The costs to maintain the base have proven to be too high, so our leader shut it down.

Should I use "has shut it down"? As for the context, let's just say it's a current event and the base has just been shut down.

I would. Both are OK, but why not continue with the same tense already used in the sentence when there is no obvious reason to change tenses?
