Shuffled sentence - which one is better.

Hi ,

Could you please clarify , which one's correct / better sentence.

1. Outside the temperature was very hot. VS The temperature outside was very hot.

2. The window cleaner climbed a ladder vs A window cleaner climbed the ladder. ( If this was a question reordering words in shuffled sentence, would both sentences be correct ? The answer book says 'A window cleaner climbed the ladder' as correct. But I am trying to understand why the other is not correct).
