Should/Would

The British Admiralty and the War Office met in March 1892 to consider a possible Russian attempt to seize Constantinople and how to deal with them if military action should/would be necessary.

Guys,

What is the difference between usage of Should and Would in above sentence? Please explain....

Only 'should' seems appropriate there. It is the 'putative should', a primarily BrE alternative to the subjunctive.
