Shouldn't/ wouldn't

Days later, my brother called to say he was all right, but ____ say where he was.
A mustn’t B shouldn’t C wouldn’t D mightn’t

Of course, C is OK.
What I want to know is if B may be used there, please. For example, She should worry, with all her qualifications.

Must not means that he is under some restriction (e.g. he is in a witness protection program) not to reveal his location.
